Study to Develop Unified Investigative Capability and Policy Among the CVS, MEP, PSS, and RBS Programs.

Abstract

Four Coast Guard investigation programs (Commercial Vessel Safety, Marine Environmental Protection, Port Safety and Security, and Recreational Boating Safety) are studied to ascertain current program organizations and operations, and to recommend methods to enhance and unify Coast Guard investigative posture. Extensive interviewing and data collection were done, both in the field and at Coast Guard Headquarters. Data on personnel, training and caseloads were compiled and are analyzed for comparative performance levels. This information, in addition to that acquired relevant to information flow and investigate hierarchies, provides documentation of current investigative procedures and is the basis upon which recommendations for achieving a more unified and efficient investigative system are made. Major recommendations deal with field unit organization, officer assignment and training, use of enlisted personnel, recreational boating accident investigation, review of investigative reports, and data processing activities and equipment. Other recommendations are made on implementation of the Marine Safety Office (MSO) concept, Headquarters' organization, investigating and reporting minor incidents, consolidation of field offices with low investigative activity, and standardization of penalties. A summation of the recommendations and an overview of the resulting unified organization, manpower utilization, and data flow is given. (Author)
