Morale Support of Reserve Components during Training, Mobilization, Deployment, and Combat,

Abstract

The 'Morale Support of Reserve Components During Training, Mobilization, Deployment and Combat' study was conducted to review this subject from a historical point of view. Assess current policies and condition and recommend action as appropriate. Study conclusions are as follows: (a) No adequate statement for establishing policy, responsibilities, administrative procedures, or operational guidance for Morale Support in a theater of operations exists, (b) The current TOE 12-530 designed for use under mobilization in theater of operations is too restrictive to meet recreational needs, (c) Authorization for Morale Support (MS) personnel in the MTOE's of USAR Training Division are inadequate, (d) Need exists for school training of officer and enlisted MS personnel, (e) Planning for assistance to RC dependent personnel during mobilization is inadequate, (f) RC personnel and dependents should become more involved in military community, and (g) Detailed planning for acquisition and movement of MS supplies and equipment to operations is needed.
