Reception and Care Planning for Widely Dispersed Populations.

Abstract

The report examines the numerous factors affecting the capacity of communities to absorb and care for evacuees, and illustrates the impact of a greater dispersal of the evacuees population on preparedness activities related to the reception and care of evacuees. The report concludes that the existing civil defense Reception/Care guidance is fully adaptable to the requirements of a more dispersed evacuees population; on the other hand, a widespread dispersal would preclude using much of the host area's infrastructure, and would require the mandatory billeting of evacuees in private homes.
