National Dam Safety Program. Grover's Mill Dam (NJ00155), Raritan River Basin, Big Bear Brook, Mercer County, New Jersey. Phase 1 Inspection Report.

Abstract

This dam was inspected on 12 November 1979 by Storch Engineers under contract to the State of New Jersey. The State, under agreement with the U.S. Army Engineer District, Philadelphia, had this inspection performed in accordance with the National Dam Inspection Act, Public Law 92-367. Grover's Mill Dam, a high hazard potential structure, is judged to be in fair overall condition. The dam's spillway is considered inadequate because a flow equivalent to seven percent of the Spillway Design Flood - SDF - would cause the dam to be overtopped. (The SDF, in this instance, is one half of the Probable Maximum Flood). The decision to consider the spillway 'inadequate' instead of 'seriously inadequate' is based on the determination that dam failure from overtopping would not significantly increase the hazard to loss of life downstream from the dam from that which would exist just before overtopping failure.
