The Reforger 76 MSI Test.
Abstract
REFORGER is an annual exercise to test the ability of US forces to support NATO commitments. During the 1976 exercise, AWS tested a new means of providing war/contingency support, i.e., objectively produced Mission Success Indicators (MSIs). An MSI is the probability that a mission will succeed. It provides the decision maker a single number expressing the impact of weather on a mission. During REFORGER 76, AWS provided MSIs for four scenarios or types of missions: Cobra/TOW against a tank, 105mm gun against a tank, close air support, and helicopter assault. In the 3 months prior to the exercise, AWS expended nearly five man years in development effort. This report details the events leading to this effort, the models developed, the support provided, forecast verification, customer feedback and future efforts.
