Texas Emergency Resource Management. Volume I.

Abstract

This document is Volume I of Texas Emergency Resource Management (TERM), a study which analyzes the methods, procedures and techniques for constructing a state plan for the emergency management of resources in a nuclear attack emergency or crisis relocation of the population from high risk areas to areas of lesser risk. The study contains organizational charts for each grouping of essential resources and assignment of responsibilities for state agency action as well as a model state plan in Volume II. Volume I also contains information and ideas from seven of nine states' queries relative to emergency resources management during the crisis relocation phase of a national emergency. (Author)
