Abstract

The assessment of Tobyhanna Lake No. 2 Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. The inspection and review of data of Tobyhanna Lake No. 2 Dam did not reveal any problems which would require emergency action. The dam and spillway appear to be in good condition and are adequately maintained. Tobyhanna Lake No. 2 Dam is a high hazard-intermediate size dam. The spillway design flood (SDF) for a dam of this size and classification is the PMF. The spillway and reservoir are capable of controlling approximately 58% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate.
