Internal Financial Incentives in Systems Acquisition.

Abstract

This report is the Final Report for the Research Project N00014-77-C-0171 on 'Internal Financial Incentives in Systems Acquistion'. It includes as an Appendix a final version of the major theoretical output of this research: a theory of multistage contractual incentives in the systems acquisition cycle. The theory proposed links up incentives in the development and production stages of systems acquisition in a unified framework. The impact of such incentives under various government contracting policies, environment conditions and market structures is analyzed. The results are illustrated with an extended numerical example.
