Abstract

The Phase I inspection of the City of Utica Reservoir 5 did not indicate conditions which would constitute an immediate hazard to human life or property. The hydrologic/hydraulic analysis indicated that the impoundment will contain the runoff from the PMF without overtopping of the structure. Therefore, the spillway is assessed as adequate. The following remedial work should be undertaken during normal maintenance operations within one year: (1) Woodchuck and/or muskrat burrows should be filled in and the rodents eliminated from the facility; (2) Remove brush and trees from the diversion ditch; (3) A flood warning and emergency evacuation system should be implemented to alert the public in the event conditions occur which could result in failure of the dam; and (4) A formalized inspection system should be initiated to develop data on conditions and maintenance operations at the facility.
