Final Report of the Software Acquisition and Development Working Group

Abstract

It is common knowledge that software development projects rarely meet cost-benefits originally projected, usually cost more than expected, and are usually late. In addition, the software delivered seldom meets user requirements, oftentimes is not usable, or requires extensive rework. SADWG's analysis has shown that all facets of the software acquisition and development process need varying degrees of improvement. The analysis has also shown that software acquisition and development problems are not insurmountable, and that the remedy for most of these problems is better management at all levels of government. This remedy includes training software managers to effectively control programs, and providing managers with the proper tools to monitor the development process. In addition, there is a need to improve cost and schedule estimating at all phases of project development, improve the productivity of software development projects, and bring the maintainability of software systems within reasonable cost limits.
