Abstract

This report presents the results of an examination of local emergency management organizational arrangements and the development of a process by which local governments can organize for emergency management. It is a fundamental conclusion of this project that a single organization arrangement which is optimal for all communities does not exist. Therefore, this project aimed to provide information to local government officials so that they can systematically develop the emergency management organizational structure which is optimal for their particular requirements and environment.
