North-South: Footnotes to Changing Strategic Conditions.

Abstract

This memorandum is a search for clues in the relations between nations of the industrial North and the developing South. Among the expectations reviewed are revolutions in those Southern nations where the trials of modernization are beyond the power unpopular governments to nurture and control. The author concludes that the critical variable in our future relations with the south is ourselves--American perceptions of who and what we are, and what we want from and for the South. (Author)
