Implementation of the Service Contract Act of 1965.

Abstract

The major issues concerning the implementation of the Service Contract Act of 1965 are addressed. Current implementation problems experienced by procurement agencies are identified. The intent of the law, the Department of Labor's administration of the law, and procuring agencies' actual implementations are coupled with DOD DAC 76-20 on coverage and implementation of the Service Contract Act to develop a service contract procedure manual. This manual might also be used as a training guide. (Author)
