Special Problems of Blacks and Other Minorities in Large Scale Population Relocation.

Abstract

This report addresses the special problems of the U.S. minority populations in the event the President ordered a massive population relocation in reaction to a serious threat of nuclear attack. To assess the potential problems, a series of interviews was conducted with a cross section of the general public as well as selected representatives of key government employees such as police, fire, public health and welfare. All of the interviews focused on the interviewees' perception of which issues may present a larger problem for minorities. The overall conclusion was that minorities will probably experience special relocation problems in several aspects of the crisis relocation process.
