Continuity of Government for Postattack Recovery: Economic/Industrial Aspects.

Abstract

The need to control economic/industrial activities must shape government actions prior to, during and after a nuclear attack. Recent changes in the strategic environment and newly recognized requirements for early recovery demand modification of existing economic/industrial policies to encompass continuity of action and succession of authority in the private sector including industry, finance and other support services. Requirements are discussed dynamically under evolving environments and alternative policies appropriate for different phases of postattack recovery. (Author)
