Abstract

This paper summarizes some of the policy findings of DOE Contract R-2561-DOE, and generalizes these findings to address a broader audience than the Department of Energy (DOE). This paper is addressed to people concerned with managing risk and safety at all levels of government - Federal, State, and Municipal, as well as risk managers in private industry.
