Abstract

This report studies the issues involved in the question of a role of free-fall and/or precision guided munitions launched from fixed-wing aircraft. The analysis emphasizes moral, ethical, political, demographic, geographic, etc., issues as well as purely military requirements. It includes a series of essays and scenarios with varying levels of detail and stages of confrontation for selected areas of Europe, the Middle East, Sub-Sahara Africa, the Far East, the Caribbean, and Central America.
