Systemic Causes of Personnel Turbulence during Army Reorganizations.

Abstract

Examined are the Army manpower system, the Military Personnel system, and Civilian Personnel system to determine the cause of personnel turbulence caused by reorganizations. A conclusion is that the cycles in the manpower management system do not support the cycles in the various personnel systems.
