The purpose of this Phase II General Design Memorandum is to present the detailed design of the Cattaraugus Harbor improvements. This report describes the changes in the local cooperation requirements, costs, and benefits that have accrued due to changes in design and price levels since preparation of the Phase I General Design Memorandum.
