Manpower Effectiveness of the All-Volunteer Force.

Abstract

Since adoption of the Total Force policy and the All-Volunteer Force, fundamental changes in manpower mobilization plans and capabilities have occurred. This report discusses various manpower problems which hamper the Nation's mobilization capabilities in the event of a national emergency. As a result, GAO recommends a reevaluation of the All-Volunteer Force and the Total Force Policy and suggests options to be considered in staffing the military. (Author)
