Abstract

This essay represents conclusions distilled from a recently published Rand report that draws on the record of Soviet leadership behavior over the last decade to construct a picture of Soviet assumptions about the relationship with the United States. This study was prepared under the sponsorship of the Director of Net Assessment, Department of Defense, as part of an ongoing project that aims at working out an improved U.S. strategy for managing the long-term competition with the Soviet Union.
