Modeling Soviet Defense Decisionmaking,

Abstract

My goal in this paper is to set out a simple model of decisionmaking in Soviet defense to help clarify the subject, but also to draw out disagreements and perhaps resolve misunderstandings by offering a structured, abstracted description. In this modeling effort, I purposely keep things simple, restricting the number of variables and interactions in order to focus on the chief effects. Sparseness may help illuminate better than detail at this stage of our knowledge. (Author)
