International Terrorism: Choosing the Right Target,
Abstract
Is the Soviet Union supporting and fostering international terrorism? The simple answer is yes. The Soviet Union does provide support for terrorist activities, but that does not adequately explain the existence and persistence of world-wide terrorism. More important, in pointing the finger at Moscow, however guilty it may be, we should be careful not to diminish opportunities to do something effective to combat international terrorism.
