An Analysis of the Draft Request for Proposal Concept within Aeronautical Systems Divsion.

Abstract

Air Force Systems Command (AFSC) initiated the Draft Request for Proposal (DRFP) in 1977. With the advent of the DRFP, AFSC began a structured solicitation of industry feedback on planned acquisitions. The focus of this thesis is to provide a study of the DRFP concept and an assessment of its effectiveness. Research effort involved an analysis of contracts within Aeronautical Systems Division (ASD) with follow-on interviews with contracting officers. The results of this study, even though only statistically related to ASD, provide valuable considerations for AFSC. (Author)
