National Dam Safety Program. Cobleskill Lower Reservoir Dam (Inventory Number NY 657), Mohawk River Basin, Schoharie County, New York. Phase I Inspection Report,

Abstract

The spillway is inadequate to pass all storms in excess of 14% of the PMF. According to the Corps of Engineers, this is considered 'seriously inadequate'. Although the structural stability did not receive a detailed investigation, it appears to be stable under high flow conditions. However, overtopping could cause rapid failure of this structure. In the event of dam failure, the flood wave would pose significant danger to the residents and water treatment plant. The spillway is, therefore, adjudged as seriously inadequate, and the dam is assessed as unsafe, non-emergency.
