Abstract
Examination of available documents and a visual inspection of the dam and appurtenant structures did not reveal any conditions which constitute an immediate hazard to human life or property. It has been determined that the dam would be overtopped for all storms exceeding approximately 32 percent of the Probable Maximum Flood (PMF). Therefore, the spillway is adjudged as seriously inadequate, and the dam is assessed as unsafe, non-emergency. It is recommended that, within 3 months of notification of the owner, detailed hydrologic and hydraulic investigations of the structure should be undertaken to more accurately determine the site-specific characteristics of the watershed and their effects upon the overtopping potential of the dam. The results of this investigation and analyses will determine the appropriate remedial measures which will be required. In the interim, a detailed emergency action plan must be developed and implemented during periods of unusually heavy precipitation. Also, around-the-clock surveillance must be provided during these periods.
