Abstract

This report provides information and analysis on the physical condition of the dam as of the report date. Information and analysis are based on visual inspection of the dam by the performing organization. The examination of documents and visual inspection of the Marcy Reservoir Dam did not reveal conditions which constitute an immediate hazard to human life or property. The dam, however, has a number of problem areas which require further investigation and remedial work. It is, therefore, recommended that within 6 months of notification to the Owner, a detailed hydrologic/hydraulic investigation of the structure should be undertaken to more accurately determine the site specific characteristics of the watershed and their effect upon the overtopping potential of the dam. The results of these investigations will determine the appropriate remedial measures which will be required to achieve a spillway capacity adequate to discharge the outflow from at least the 1/2 PMF. In the interim, a detailed emergency action plan must be developed and implemented during periods of unusually heavy precipitation. Also, around-the-clock surveillance of the structure must be provided during these periods.
