HHS Moves to Improve Accuracy of AFDC Administrative Cost Allocation: Increased Oversight Needed.

Abstract

A comparative analysis was made of the Aid to Families with Dependent Children (AFDC) program management in California, Illinois, Massachusetts, and New York. This report deals with the actions needed to improve Federal oversight of State administrative cost-allocation plans and the need for a uniform method of accumulating and allocating administrative costs by the States. This report also draws attention to the fact that the Department of Health and Human Services (HHS) has known about the oversight problems for many years but has been ineffective in resolving them. Several recommendations have been made to the Secretary of HHS which, if implemented, should result in improved oversight capabilities.
