Process Used by the Department of Education to Award Contracts for Operation of Indian Education Resource and Evaluation Centers.

Abstract

Each contract proposal was evaluated in accordance with specified criteria. The proposals were scored based on how well the proposals met the criteria. The maximum possible points under the criteria was 100. An additional 25 points was to be awarded to proposals from sources which could show proof of being an Indian tribe, organization, or institution. The criteria and the maximum number of points for each element are shown.
