Still No Progress in Implementing Controls over Contracts and Grants with Indians.

Abstract

On January 3, 1980, the Chairman of the House Committee on Interior and Insular Affairs requested that we review the accountability of Federal funds and property used in Government contracts and grants with Indian tribes. The Chairman asked for recommended solutions to problems identified in our February 1978 report entitled 'Controls Are Needed Over Indian Self-Determination Contracts, Grants, and Training and Technical Assistance Activities To Insure Required Services Are Provided to Indians' (CED-78-44, Feb. 15, 1978). In our February 1978 report was stated that the Bureau of Indian Affairs (BIA) did not have adequate control over contracts, grants, and technical assistance activities authorized by Title I of the Indian Self-Determination and Education Assistance Act. We agreed to determine if the situation has improved at BIA and if other Federal agencies are having the same problems. (Author)
