The Guaranteed Student Loan Information System Needs a Thorough Redesign to Account for the Expenditure of Billions.

Abstract

This report discusses attempts by the Department of Health, Education, and Welfare, and more recently the Department of Education, to develop and operate an automated information system for the Guaranteed Student Loan program and makes several recommendations to the Secretary of Education to improve these efforts. As your Subcommittee requested in April 1979, our review focused on (1) the Departments' efforts and plans to correct system deficiencies, (2) the reasonableness and proprietary of major system costs incurred, and (3) the contractor's performance under the most recent system contract awarded in April 1979.
