Abstract

This thesis examines the Office of Management and Budget Circular No. A-76(1979) from an historical perspective. The scope includes identification of the problem of Government competition with private enterprise and the need for a national policy; the three, co-equal precepts embodies in the revised Circular A-76; and the enforceability of Circular No. A-76 through the process of internal audits or reviews.
