Pothole Primer. A Public Administrator's Guide to Understanding and Managing the Pothole Problem

Abstract

Potholes have become a problem of national proportions. We have seen Congress, in 1978, consider a special $250-million "pothole bill," and in 1979 a special Federal-level Task Force was established to study the pothole. This booklet has been prepared for the specific purpose of assisting elected officials and non-engineering administrators of cities, towns, and military facilities in New England in understanding and managing their pothole problems in asphalt pavements. We have attempted to keep this booklet as non-technical as possible so that non-engineers can use it.
