Abstract

This report provides information and analysis on the physical condition of the dam as of the report date. Information and analysis are based on visual inspection of the dam by the performing organization. The examination of documents and the visual inspection of Blind Brook Dam did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies which require further investigations and remedial actions. It has been determined that the dam would be overtopped for all storms exceeding approximately 17 percent of the Probable Maximum Flood (PMF). The spillway is therefore adjudged as seriously inadequate and the dam is assessed as unsafe, non-emergency. Based on an initial screening and preliminary computations, there appears to be a serious deficiency in spillway capacity so that if a severe storm were to occur, overtopping and failure of the dam would take place, significantly increasing the hazard for loss of life downstream from the dam. The structural stability analysis based on available information, assumed strength parameters and visual inspection indicates that the stability against sliding and overturning of the spillway section of the dam is inadequate for normal loading cases and marginal during floods greater than 25 percent of the PMF.
