Abstract

This paper discusses the history of civil and military rule in the Pakistani Government and its effect on U.S. foreign policy. It reviews policy making and administrative control in Pakistan during the British Colonial regime, the Indian Civil Service-Civil Service of Pakistan (ICS-CSP) regime, Ayub's regime, Bhutta's regime, and the present military regime of General Zia Ul-Hag.
