Abstract

Russian propaganda continues to be insidious and threatening about all aspects of United States foreign policy. This reflects Moscow's conviction that psychological warfare should be offensively oriented. The Kremlin continued to insist that the United States will sacrifice Europe in the event of nuclear war. As in previous months, a major focus of Soviet propaganda was that the Reagan administration favors nuclear war in Europe, and President Reagan believes he can win a nuclear war. Soviet propagandists have consistently underscored that the U.S. military is developing a vast arsenal of new chemical and bacteriological weapons. In September, Moscow accelerated its campaign that Washington intends to use chemical and biological warfare in future military operations. It was also emphasized that 'in researching and developing chemical and bacteriological warfare agents, tests are being conducted on ordinary (U.S.) citizens.
