Statistical Decision Methods for Survivability and Vulnerability Assessments of Strategic Structures.

Abstract

The basic elements of the theory of statistical decision are summarized, and the potential applications to certain problems of strategic significance are illustrated. As in other applications areas, the availability or development of a suitable utility function is the central requirement for the implementation of statistical decision concepts to practical strategic decision problems. In this regard, innovative modeling and realistic assumptions of the underlying physical problem for statistical decision analysis are often necessary; for this reason, implementation is seldom straight-forward. Applications are illustrated for several classes of problems, including sampling and estimation, evaluation of field and laboratory test data, analysis and planning of test programs, and the analysis of a retaliatory system.
