Abstract

We reviewed management training seminars sponsored by the National Institutes of Health (NIH) including the procedures NIH used to determine: the need for specific management training seminars; who attends these seminars; the locations of the seminars; and whether competitive procurement practices are followed when consultants conduct training. We reviewed available documents relating to management training seminars identified by NIH as having been conducted during fiscal years 1979, 1980, and 1981 and interviewed cognizant agency training and procurement officials.
