Identifying Marginal Activities Could Help Control Growing U.N. Costs.
Abstract
To control growing costs in the United Nations, U.N. member countries want to shift resources from completed, obsolete, marginally useful, and ineffective activities to new activities. These countries have repeatedly called upon the Secretary General to identify these marginal activities so that they can be terminated. Despite 5 years of effort, an inconsequential number of activities have been identified. A negligible effect on the U.N. budget has resulted. The Secretary of State should intensify efforts to gain compliance by the Secretary General in identifying these activities. (Author)
