Abstract

The 1979 Defense Appropriation Authorization Act requires the Comptroller General to review two specific contracts for SSN-688 class nuclear attack submarines. The review is to insure that funds authorized for payments under contract modifications made in the interest of national defense are being used only on the two contracts and that the contractor does not use such funds to realize any total combined profit. GAO fund that the funds are being spent as intended and the contractor is still projecting losses. In addition, the contractor is seeking to recover from the Navy, under insurance provisions of the contracts, costs incurred to correct defective workmanship and has submitted the first of a number of proposed claims.
