Abstract

The Harmar Refuse Bank is located on an unnamed tributary to Guy's Run in Harmar Township, Allegheny County, Pennsylvania, approximately one mile north of Harmarville, Pennsylvania. Harmar Refuse Bank was constructed as a disposal area for coarse and fine coal refuse from the Harmar Mine and Preparation Plant. Harmar Refuse Bank was assigned a 'high' hazard potential rating. This rating is based on the observed height and impounding capacity of the pond and the downstream floodplain conditions, which included numerous inhabited dwellings and Guy's Run Road. Failure of the Harmar Refuse Bank could result in significant disruption of commercial activities and loss of more than a few lives could result.
