Benefit/Cost Analysis Between the Blue Cross and Blue Shield Federal Employee Health Insurance Program and the Military Health Services System Supplemental Champus Program

Abstract

The increases in costs of operating the Military Health Services System (MHSS) and the increasing general dissatisfaction by the non-active duty (NAD) personnel with the CHAMPUS program have led the military managers to recognize their responsibility to provide a comprehensive health care benefit package. A benefit/cost study was accomplished to find an alternative health care system which provided the same or better health care benefits while also reducing costs to the government. From the analysis made and the studies cited, an approach is presented to improve the NAD personnel's health care systems by transferring the retired population to a civilian health insurance program and accomplishing all the active-duty dependent population health care in-house. This thesis concluded that by following this approach, both increased satisfaction by the NAD personnel and reduced cost to the government should be achieved. (Author)
