In the 20-month period ending December 1981, Dames and Moore (Seattle) assisted by four subcontractors completed a Phase I effort to collect baseline data and provide a detailed description of the natural and human systems of the Commencement Bay area in the southern Main Basin of Puget Sound in Washington State.
