Soviet Civil Defense and the Credibility of the US Deterrent: An End to this M.A.D.Ness.

Abstract

This memorandum examines the impacts of the Soviet Union's civil defense programs upon deterrence and the strategic balance. The author describes the origins and nature of the Soviet civil defense capability. Soviet civil defense is then related operationally and conceptually to Soviet strategic doctrine. Upon evaluating the probable effectiveness of the Soviet Union's civil defense capability, the author concludes that it does not affect significantly the US-USSR strategic balance. (Author)
