Verification: The Critical Element of Arms Control.

Abstract

'Verification' is a term which appears in the provisions of a number of recent arms control agreements, and it has figured prominently in public discussions of the Strategic Arms Limitation Talks (SALT) between the United States and the Soviet Union as well as in the talks themselves. Unfortunately, the meaning and purpose of verification are seldom carefully defined, and its place in the larger enterprise of arms control remains subject to widely differing interpretations. This is to some extent a result of the confidential nature of negotiations that involve fundamental questions of national security. But the primary reason is the considerable complexity-a complexity as much political as it is technical in nature-of the verification process itself. (Author)
