Steps Toward a Solution of the Indochina Imbroglio,

Abstract

International power politics, historical enmities, ideological conflicts and ethnic clashes have produced the environment in which the peoples of Indochina have been obliged to live for more than four decades. Ways must be found to restore peace for the peoples of Vietnam, Laos, and Cambodia. A settlement will have to provide satisfactory solutions to very difficult issues at three different levels: domestic Cambodian politics; regional relations between the three countries of Indochina and the five countries of ASEAN; and the strategic triangle consisting of the United States, the Soviet Union, and China. An analysis of the complex web of interests within and between these three levels is presented.
