The Tactical Allocation of Quality Recruiting Goals Across Regions and Districts: Its Use in Identifying 'Exceptional' Producers,

Abstract

This research develops and illustrates a tactical approach for equitably allocating a given national quota over the various recruiting districts and areas. The approach computerized and installed at Navy Headquarters, is in contrast to an earlier developed strategic optimizing approach in that it accepts as inputs the various levels of different types of already committed resources to the various districts. Each district's forecasted level of demographs (e.g., number of high school seniors, local unemployment rates, etc.) are also included. The model is also useful for identifying on a retrospective basis 'exceptional' districts, those who significantly underproduced or overproduced after the performances have been adjusted to account for differences in resources and demographics. It's illustrated using actual data for FY80.
