Hazardous Materials Hazard Analysis, Portland, Oregon.

Abstract

This project has made possible a thorough inventory and development of pre-emergency plans for all facilities which manufacture, store, and/or use hazardous materials. Available information about the transportation of hazardous materials by highway, rail, marine and pipeline has also been summarized and documented. Based on discussions with those responsible for the safe management of hazardous materials locally and in other municipalities, recommendations are proposed which will reduce the risks within Portland. The most prevalent hazardous materials stored and transported by all modes within Portland are flammable and combustible liquids, primarily petroleum products such as gasoline and fuel oil. Although less prevalent, compressed flammable gases (such as liquid petroleum gas) are transported within Portland and present a significant explosion risk if involved in a fire. Nonflammable gases (such as anhydrous ammonia and chlorine), which acts as poisons, are also stored and shipped locally.
