Study of the Political and Military Utility of U.S.-USSR Economic Relations.

Abstract

The study analyzes the problems and prospects for the exercise by the United States of economic leverage on the USSR. Specific attention is directed to (inter alia): (a) significance to the Soviet economy of foreign trade and technology transfer; (b) the structure and function of the USSR political administration and its implications for the application of leverage; (c) operational considerations in executing a leverage program derived from the U.S. institutional framework and existing leverage instruments. The last chapter is a summary which outlines the key guidelines for evaluating leverage strategy.
