Abstract

This report documents the research undertaken during both phases of a two phase investigation of physical modifications to the Great Lakes-St. Lawrence River. This report identifies the relative merits of improvement alternatives and makes recommendations for areas of further detailed study. Results of Phase II are documented in a separate report.
